In 1979, the World Bank created a Population, Health, and Nutrition Department and adopted a policy of funding both stand-alone health programs and health components of other projects. Within WHO, there have always been tensions between social and economic approaches to population health and technology-or disease-focused approaches. These approaches are not necessarily incompatible, although they have often been at odds.
